Abstract

This study aims to identify and prioritize socio-economic vulnerabilities and propose an appropriate approach to achieve social sustainability in Andisheh New Town. The research is applied in purpose and descriptive–analytical in nature, conducted using both documentary and field methods. The statistical population included 116,062 residents of Andisheh New Town (based on the 2016 census), from which 384 participants were selected through Cochran’s formula. Data were collected via questionnaires and analyzed using non-parametric tests, one-sample t-tests, and the IHWP prioritization model. In addition, a two-stage Delphi method was applied to validate and refine the social sustainability indicators. The results revealed that reducing income inequality, enhancing security, and strengthening social capital are the most significant strategies for achieving social sustainability (p < 0.05). Indicators such as social trust, citizen participation, access to healthcare and educational services, quality of life, cultural identity, and sense of belonging were rated above average. Conversely, indicators such as income inequality, inter-ethnic income gaps, and urban crime rates were rated below desirable levels. The study also highlighted strategic pathways including economic empowerment, improvement of infrastructure and urban services, strengthening local governance, and preservation of cultural heritage. The findings underscore that achieving social sustainability in Andisheh New Town requires addressing socio-economic vulnerabilities through enhancing social equity, fostering cohesion and social capital, ensuring balanced infrastructural development, and improving overall quality of life. These strategies provide valuable insights for urban policymakers and planners to promote sustainable development in Iran’s new towns.
