مسکن پایدار کمدرآمد: بررسی مسائل مسکن و حاکمیت در استان اصفهان

هدف این پژوهش شناسایی و تبیین مؤلفههای حکمرانی مؤثر بر توسعه مسکن پایدار برای اقشار کمدرآمد و ارائه یک الگوی حکمرانی مبتنی بر دیدگاه خبرگان در استان اصفهان بود. این پژوهش با رویکرد کیفی، فلسفه پراگماتیستی و پارادایم تفسیرگرایی انجام شد. دادهها از طریق 12 مصاحبه عمیق با خبرگان و 12 پرسشنامه اجماع خبرگان گردآوری شدند. نمونهگیری بهصورت هدفمند و مبتنی بر اشباع نظری انجام گرفت. تحلیل دادهها با تحلیل مضمون، کدگذاری باز، محوری و گزینشی و همچنین روش پشتیبان اجماع گسسته انجام شد. نتایج نشان داد که حکمرانی مسکن کمدرآمد دارای ماهیتی چندبعدی و پیچیده است. از میان 768 کد اولیه، 391 مقوله و 95 محور اصلی استخراج شد که در قالب 12 محور کلیدی سازماندهی شدند. تحلیل روابط میان متغیرها نشان داد ضعف دانش حکمرانی، نبود انسجام نهادی، فقدان شفافیت و پاسخگویی، نفوذ منافع سیاسی، مشارکت محدود ذینفعان، ضعف ارزیابی اجتماعی و گسست میان سیاستگذاری و اجرا، مهمترین عوامل ناکامی پروژههای مسکن کمدرآمد هستند. همچنین نتایج اجماع خبرگان نشان داد 75 متغیر کلیدی از اعتبار کافی برای ورود به مدل نهایی برخوردارند و الگوی پیشنهادی از توافق قابل قبول میان خبرگان برخوردار است. یافتهها بیانگر آن است که موفقیت برنامههای مسکن کمدرآمد بیش از آنکه وابسته به مداخلات کالبدی باشد، به کیفیت حکمرانی، هماهنگی نهادی، شفافیت، پاسخگویی و مشارکت مؤثر ذینفعان وابسته است. ازاینرو، اصلاح ساختارهای حکمرانی و بازنگری سیاستهای اجرایی میتواند زمینه تحقق مسکن پایدار و ارتقای کیفیت زندگی گروههای کمدرآمد را فراهم سازد.
